MDEPARTMENT × MALTA
Web Application Development
WEB APPS
Web application development pays off in Malta wherever work still moves by email attachment, shared spreadsheet and copy-paste. Think of a corporate service provider chasing clients for KYC documents, an iGaming operator reconciling affiliate commissions by hand, a fund administrator sending investor reports as loose PDFs, or a hotel group drawing up staff rotas for Malta and Gozo. Each of these processes can run in the browser instead, with personal logins, clear permissions and a record of every step. Because many Maltese companies are licensed by the MGA or supervised by the MFSA, such tools have to withstand an audit as well as daily use. MDEPARTMENT, the digital studio of KRUPKA Concept GmbH in Germany, builds exactly that: client portals, internal tools, SaaS products and MVPs, progressive web apps and GDPR-compliant AI features such as document search. The source code is yours.

Web Application Development
- Clients upload documents, approve steps and follow progress in one secure portal
- One shared system in place of spreadsheets, email chains and manual re-keying
- A complete record of who changed what and when, ready when auditors ask
- Staff find answers in internal documents through GDPR-compliant AI search, with sources cited
Workflow before wireframes
We start by mapping one real process with the people who run it, from the first request to the final sign-off, including the exceptions and approval rules nobody has written down. The result is a clickable prototype and a fixed-price scope you can check against your daily work before development begins.
Working versions, not reports
Development runs in short cycles on a test environment you can open at any time, so your team tries out real screens every few weeks and can shift priorities early. Roles, permissions, logging and automated tests are built into the first release, not bolted on later.
Operation and handover
After launch, we host the application in EU data centres, monitor it and keep its dependencies up to date, or hand everything over to your own IT team. Source code, documentation and deployment scripts belong to you, so any exit plan your compliance team requires is straightforward to document.
Strategy
and analysis
A precise look at the status quo as the foundation for your success.
Development
and build
Visual identity and technical excellence from a single source.
Implementation
and operations
From the first draft to a stable go-live — and beyond.

Frequently asked questions — Malta
How is the price of a web application worked out?
Web applications start at €15,000. How far above that a project lands depends on a few factors: how many user roles need their own views and permissions, which systems the app has to connect to (a CRM, accounting software, a payment service provider or an identity-verification service, for example), how many languages it supports, and whether offline use or AI search belongs in the first release. After a free initial call and, where needed, a short scoping workshop, you receive a fixed price for a clearly defined scope; it stays the same even if we need more hours than planned. Larger products are split into phases, each priced separately, so an MVP can go live before you commit to the full roadmap. We invoice in euros.
What happens between the first call and the day the app goes live?
First, we map the process, the user roles, the data involved and every system the application has to connect to. Next comes a clickable prototype that lets your team test the logic before anything is built, along with a fixed-price offer broken down into milestones. Development then runs in short cycles; every few weeks you review a working version on the test environment. Before launch, your staff test everything with realistic data, while we migrate existing records and walk users through the new tool. A first usable version (MVP) typically takes six to twelve weeks. Portals with several integrations or a formal compliance review take longer. Waiting for third-party API access is a frequent cause of delay, so we request it at the outset.
What is it like to build a web app with a studio that has no office in Malta?
Day to day, much like working with a local team. Malta and Germany share a time zone, so calls fit into normal working hours. The project runs in English or German, with one named contact from kick-off to launch, and you follow progress on a shared board and on the test environment rather than in status emails. If a session works better in person, such as a kick-off workshop or user testing with staff from several departments, we travel to Malta on request. KRUPKA Concept GmbH invoices in euros. If your business has a valid Maltese VAT number (MT prefix), the EU reverse-charge mechanism applies: we charge no German VAT, and you account for the VAT in Malta.
We are licensed by the MGA or supervised by the MFSA. What does that change for the app?
Mainly the depth of documentation and access control, not the underlying technology. We build in role-based permissions, multi-factor authentication, audit logs of relevant actions and encryption in transit and at rest. Hosting stays within the EU, and we sign a data processing agreement as your processor. Financial entities subject to DORA receive the details they need for their register of information on ICT third-party arrangements, and because you own the code and documentation, an exit strategy is easier to set out. AI features use providers that do not train their models on your data, cite the documents behind each answer and tell users they are interacting with an AI system. The regulatory assessment remains with your compliance officer and legal advisers; we implement the technical measures it calls for.
Pick one process that keeps your team chasing, re-typing or waiting, and describe it to us in a few sentences. We reply within one working day, arrange a free call and then send you a fixed price in euros, along with a plan for the first release. If a standard tool would serve you better than a custom web app, we will say so.
Let's talk about your project, your vision and your brand.
